Case Study

Comparative Assessment of Decommissioning Scenarios

Project description

PC Mauritania 1 Pty Ltd (PCMPL) is seeking to decommission and abandon infrastructure at its Chinguetti and Banda Fields, approximately 80km offshore of the Islamic Republic of Mauritania (Mauritania) in water depths ranging between 300m – 800m.

The Chinguetti Field comprises subsea production & water injection wells, together with a system of subsea manifolds, flowlines and risers connected to a permanently turret-moored FPSO, the Berge-Helene.

Following a review of the EIS and initial CA reports, the Government of Mauritania requested that the CA be revised and expanded to:

  • consider possible additional decommissioning and abandonment options, including full removal of all facilities
  • present a more formal CA process including a scoring and weighting system.
Our Scope

PDi were engaged to prepare a revised Comparative Assessment (CA) covering numerous decommissioning scenarios for the subsea facilities at Chinguetti and Banda-2. The CA was prepared and performed broadly in accordance with the Narrative + Scoring + Weighting methodology suggested in the Oil & Gas UK Guidelines and was based on a mix of qualitative and quantitative data covering:

  • Safety
  • Environmental
  • Technical
  • Societal
  • Economic

The CA report was prepared and the findings presented in Mauritania to the local governing bodies and Regulators.

At present the FPSO has been removed from site and the risers and umbilical riser have been recovered. The fate of the remaining subsea facilities is still to be finalised.
